[Tagging] Two way street, but entry of motor vehicles blocked at one end. Relation correct? Tagging correct?

I could use

*A one-way street with a counter-flow cycle lane*
highway=unclassified
oneway=yes
oneway:bicycle=no
cycleway=opposite_lane

But motor traffic is allowed within the block, to go either way.
