[Tagging] When is I oppse vote invalled

Sometimes people really votes for simular reasons ("this tag is used only *
times"), that is against purpose of the proposal process (development and
documenting of "the best practices"), approval of widely used tags is
harmless, but give little benefits.
Actually no way for nullification votes against, filled under strange or
absurd reasons, except for voting by sock puppets.
