[Tagging] RFC: shared_green - pedestrians share green light with vehicles

note that in some areas it is default, and exceptions
are extremely rare

I am not sure is adding shared_green=yes to basically
all highway=crossing in Poland that have pedestrian signals
would really help in anything

maybe add note that it does not make sense to tag this
in many places?
