I think it would be covered also by this proposal, at least when you think
about "lounges" at the airport or trainstations, while "lounges" in dancing
clubs and similar not so much:

In the first sentence of the proposal, you write: "This proposal sets the
de-jure status for de-facto used tag amenity=lounge
<https://wiki.openstreetmap.org/wiki/Tag:amenity%3Dlounge>.", there is no
"de-jure" status in OSM, the wiki is not the law, it is documentation how
we do things.
