Definitely not access=yes as that implies horses and cars.

But really, =yes is supposed to mean a legally-protected right of
access, like a public right of way.    Most indoor spaces, arguably
almost all, are not like that, but we mean 'yes' as "the public can just
go there".   Still, =customers is more likely appropriate,


This is messy enough that I'd propose as a default:

  everything but foot defaults to no

  not having foot set is a validation error

  foot not set is more or less treated as permissive
