In my country the signs specify the maximum weight that is permitted on 
the way (usually a bridge).

It has nothing to do with the vehicle specification.

The sign is there to stop the destruction of the way through overloading 
the structure, thus an unload hgv may meet the required weight limit and 
use the way, but when loaded exceed the weigh limit and not be able to 
use the same way.

For a traffic sign "maxweight x tons except for bus"' situation the wiki 
is, for once, fairly clear


maxweight=x (where x is the relevant number with any units applicable)
maxweight:conditional=none @ bus

The above assumes a bus is permitted.. (I find that a problem myself) if 
a bus is not permitted (I think this would be more typical?) then

bus=no
maxweight=x (where x is the relevant number with any units applicable)
