I do reckon that the sign in the linked doesn't look like a maxweightrating
sign, but really like a maxspeed with exceptions. 

Looking at the Quebec example on the wiki for Key:maxweight, I then would be
inclined to vote for:

Maxweight=3.5
maxweight:bus=none
