[Tagging] Proposal - Median strip

To avoid any sort of confusion out there: I'm specifically talking about *flush* medians (one which can easily be repurposed into a driving lane), not just the tagging of *any* highway median. Some image reference: https://commons.wikimedia.org/wiki/Category:Flush_traffic_medians

I thought it should have been clear not just because I mentioned it at the introductory paragraph and later on to the exceptions but also because the practice of mapping a dual carriageway is long established.
The other thing is that I haven't yet integrated any images into the proposal which would have made it pretty clear on what I'm actually proposing (it's still on draft, not actually proposed).

The description of 'median strip' looks to be too restrictive. 
To me a 'median strip' separates opposing lanes of traffic by some distance? 
In Australia the width can be far more than a single lane and occupied by a variety of things all on one 'median strip'.
