[Tagging] Proposal - Median strip

I disagree because a flush median is still a median and I consider `flush_median` to be unnecessarily long, especially with the rule that a single carriageway is typically mapped as one way i.e. it should be a given that the median of a single carriageway is flush (I'd also point out that "divider" is equally misleading since it's intended for painted lines on OSM, not physical barriers — not that there aren't any mappers which have used these for regardless, though). I can, however, change the title to make it clear which type of median I actually mean.

Then maybe don't call your proposal or your tag "median"?
