[Tagging] place=neighbourhood vs landuse=residential

There are frequently

  "<neighborhood name> historic district"

which are signed, and more importantly denoted by regulation, meaning:

  within this district you need permission to make pretty much any
  change to the land or structures that would be visible from (outside |
  the public sidewalk or road | something else).

but generally, it does not mean "this is the boundary of the area
referred to by this place name".  Usually, the Foo Historic District is
smaller than the modern place name Foo.
