while we may have had more time to “tidy up”, we also had more time and opportunities to accumulate legacy exceptions, some reforms may have been introducing additional structure (in addition to what is there) rather then simplifying things by reducing complexity. A longer history typically doesn’t lead to a simpler present situation.
