[Tagging] Approved - Deprecate crossing=zebra in favor of crossing:markings

Dear mailing list,

crossing=zebra has been formally deprecated:
There have been 40 votes in favour, 13 votes against and 3 abstentions.
This means there has been an approval rate of 75,5%, reaching as well as even
barely exceeding the required 75%.

Next steps have to be to figure out how to implement the deprecation in the
individual communities. As has been highlighted by the voting comments this
needs to be done carefully and it has been a common criticism that the proposal
lacks in describing this step detailed enough for direct implemetation
everywhere. Instead it presents various options that can be applied to local or
individual customs.

Comments have also stated support on deprecating crossing=* alltogether or
various other values such as unmarked and uncontrolled but I won’t focus on
attempting that for now.
