I tried your proposed changes, and it works as expected. The patch I
applied can be found at:

I'm using Debian Stable, and I think I'm using the following versions
- I didn't do the taginfo install, so I'm not sure if anything was
locally installed for taginfo.
- sqlite3 3.7.3
- ruby 1.8.7 (2010-08-16 patchlevel 302) [x86_64-linux]
- in gem directory, I can find sqlite3-1.3.4 ruby interface
About the installation, I had to add three symbolic links in the
installation - the same one than Sarah in fact:
- in taginfo/.., data and download links to where they are installed
- in taginfo/web/public/, a link to download
