[Taginfo-dev] New design

Hi!

I have just pushed a lot of changes I have been working on for the last month
or so. This is mostly a complete redesign of the taginfo site to make it
prettier and easier to use. This should address a lot of the usability issues
people had.

There are a few more changes I have planned and a few bugs to iron out, but I
wanted to get this out now so that people can play with it and report problems.
