[Taginfo-dev] Disable Merkaartor source

Hi!

In May of this year I disabled updating the "merkaartor" source. This was never
actually used in taginfo and the Merkaartor editor isn't maintained any more as
far as I know. I have now removed the database file (taginfo-merkaartor.db.bz2)
from the download area.

If you are running your own taginfo instance just MUST disable this source in
your taginfo-config.json!

I recommend switching to the newest taginfo version. I have fixed a bug in
tagstats and it is more configurable now so that it is easier to run from the
sources in the standard repository.
