[Taginfo-dev] temporary Taginfo Nepal and setup scripts for ubuntu 14.04

Hi,

I have created a _temporary_  NEPAL  Taginfo instance
Now at http://178.62.129.19/ ( updated every 30 min )
Taginfo instance showing tagging statistics only for NEPAL**.

the script is not perfect, because  "Historic development" is not working.
( maybe a config problem )

I am planning to  create a script to  generate
  taginfo local instance parameter files  for every country
 ( like this repo for Nepal )
