I couldn't understand why there was osm-history-splitter in the script. 
Is it used by taginfo anywhere.?
And how did you generate the base map for Nepal.? Wiki says I need the 
database with the outlines of the regions and the style sheet to create 
the base map. Is there a sample 'taginfo_outline.xml' file which I can 
refer.?
