[Taginfo-dev] Taginfo changes break update

Hi!

I didn't pay attention properly and changed some things in taginfo. Systems
updating their databases from the main taginfo system (which is probably
everyone) get a database that is missing a table.

To fix this you have to update to the current taginfo version (master) and
run the update.

I have some more changes that I am currently holding back to give everybody
the chance to upgrade.
