[Talk-at] Landuse ref cleanup needed in Tyrol

Hi Paul,

thank you for spotting the misuse of the ref tag. Clearly, this should 
be cleaned up.

I've checked the history for some objects and contacted two users 
(erwin6330, sulagaloh; no blaming intended) who've added this tag in 
order to find out their intent for doing so.
