Yes, I agree, I think that is a useful definition for NSW Trunk and Primary roads in rural areas. I have followed this in the Illawara region also where there are a handful of urban state routes.

Anything that is not a National Highway, National Route or State route should be Secondary at best.

Are there any objections to this scheme for NSW roads? It provides specific criteria for marking of Trunk and Primary roads.
