I have only used the source tag to refer to the source of the location
info, not the name.

Oops.

I should probably record the source of the name.  It seems to be an
evolving standard that when there are two values for a tag, they are colon
separated.  So, I would suggest using

source=survey:historical
source_ref=GPS:http://www.sl.nsw.gov.au/online/maps.cfm

for a GPS route, with historically defined names from the Sydney Metro
Detailed Survey stuff..

But - I am open to any better suggestions.
