Well, I *think* that is the result of edits by registered users who have 
not made their edits "Public" in their account settings on OSM.  Not 
sure if it applies to both JOSM and Potlatch or just Potlatch edits.  On 
the other hand, I thought a few weeks ago editing in Potlatch by users 
who have not elected to make their edits Public was disabled. So maybe 
I've got this wrong.
