The local editing should be ok as long as you run the png2tileinfo.pl script and copy the new oceantiles.dat file up to into the tilesathome directory.

I had problems with the water also. In the end I cheated. There where a handful of tiles that would not generate water no matter what I tried, so I rendered them, then copied the emptysea.png tile over the top of the level 12 tile they generated, then uploaded them. This fixed them and they should not be rerendered again soon.

Zoom to level 6 on informationfreeway and ctrl click on where you want to render, this will tell you the level 6 tile co-ordinates. e.g. Canberra and Sydney are in the 58 38 tile.

Change down to the tools/lowzoom directory and run

perl lowzoom.pl 58 38 6 12

And it 'should' just run. The lowzoom script needs image-magick installed. Are you on Windows or Linux? What version of Perl are you using?
