The OpenStreetMap Foundation would strongly support the formation of a local
group.

We are currently working on a structure for embracing local chapters.  This
is likely to be in the form of a federation of local organisations that have
the common aims of supporting the OpenStreetMap project and its
contributors.

If you are interested I'd be happy to explain the structure we are
proposing.  We are currently in a consultative phase with potential local
groups and are looking for feedback and suggestions about how to make it
work best.
