This is much easier to do in JOSM.

You can just click slightly inside the area you want to select and it
chooses the right one. e.g. On the coast where an area of natural=wood
borders an area of natural=beach which joins the coast. In Potlatch it is
hard to differentiate between the wood, beach and coastline, but in JOSM
this is easier.
