The information is copyright.

The wiki page says that OSM usage is permitted, but I just think this is
plain wrong.  The licence is grossly inconsistent with CC-SA, and by
entering the data into OSM you are saying that the license is consistent
with CC-SA.

I really think before using the data, you should contact Vicroads, and say
that the information is going to be redistributed under CC-SA and seek
their written permission.

If the licence is really okay, this should be no problem.  Personally, I
think Viroads will have serious issues with things like modification of
their base data and the fact that the CC-SA licence permits charging for
data (which is specifically prohibited by the Vicroads licence).
