[talk-au] How to merge existing ways with Potlatch?

Hi.

Note that you can only merge ways that meet end-to-end.

e.g.

*----way1----*-----way2------*

can be merged to make

*-----way3---*------------------*

So you cannot merge something like this where way 2 joins in the middle of
way 1.
