Up until recently, that is today, I was tagging regional centres as place=city, however it might be worth while tagging this as place=regional_centre, or tagging them correctly and adding regional_centre=yes

However I haven't figured out the zoom levels and how it relates to metres per pixel and so the town names are still unreadable as you zoom in :/

I'm going to email someone for a quote to do all this for me...
