I wouldn't reference another highway class, but instead I'd more or less copy the current unclassified description:

"No administrative classification. Rural roads typically form the lowest form of the interconnecting grid network in non-Urban areas."

Sorry, I should have put that the northern end is ok, but the southern end is rough as guts.
