So you seem to be suggesting:
1. for "a way signed with a picture of a bicycle" - highway=cycleway
2. for a shared path (i.e. picture of person as well) -
highway=cycleway; foot=designated
3. for a flat, smooth, wide path (great for cycling) with no picture -
highway=path; bicycle=yes

Is that really what you're suggesting? If so, it seems clear enough
(though it isn't my preference). If this is the consensus, the wiki
needs updating. FWIW, my preference is:

bicycle=designated; foot=designated
3. for a flat, smooth, wide path (great for cycling) with no
sign/picture - highway=path; bicycle=yes
