That's not what's currently on the wiki, they explicitly state being a member of a local chapter doesn't make you a member of OSMF and vice versa.
Also no mention the the chapter itself being a member of OSMF.

Automatic membership might have been suggested at some point by someone but it doesn't look like it has been continued for various legal/liability reasons etc.
