I've been involved in several and been on the committee of two, but  
haven't been part of setting one up from scratch before.

As John mentioned,  doing it before they get the Local Chapter stuff  
set up could make it interesting if we were planning on having the  
Open Street Map trademark in the name. In any case, sorting out what  
we want to do is a good idea.
