Alternatively if the area is named "model railway" and tagged recreation/hobby, and the rail route just marked as a recreation track?  I was thinking along similar lines as the remote controlled race car track question yesterday/today.

Took me a bit, but I found another minature railway line traced, it's in the UK and they used railway=narrow_guage
