NSW is between systems, I'm not sure what the best is, if there is a best answer for that matter. Although I tagged some of the Mid-Western Highway where it crosses the Newell Highway as NH24 I believe

For the most part the Mitchell Highway was marked as A32 and when you get to Nygan it becomes the NH71 depending how many signs they've managed to replace/coverplate, the A32 heads towards Adelaide, I can't remember what it's name changes to.

I finished doing the New England Highway the other day and I did the Cunningham Highway up until it becomes a motorway. As for your question, if it says Business 15 then I think you should tag it, but I'm not sure if it would be bus_NH or bus_NR since the road is at least partially federally funded I would have thought bus_NH.
