[talk-au] Non-UK Highway shields osm-template.xml patch

In regards to the rendering of the Australian shields, last time I  
checked the bigtincan map server tiles, the blue metropolitan route  
shields had the text to be displayed as yellow, when they are meant to  
be white. Has this been fixed or known about? If not, then this  
problem has now been attended to. Thanks.
