They are currently trying to come up with local chapters cross
agreement documents, but the problem with that whole process is there
is about half a dozen different ideas on what a local chapter actually
should be, I was actively involved a few months ago on this but it
went dead for some reason.

Again this is part of the bigger issue of local chapters and what a
local chapter is and how it relates to OSM-F.

I'm aware of the pros/cons on the issue, but I'm equally disgruntled
with the response I've had about this.

The reason for my post was to see what others had to say on the situation.
