It's a left over practise from a time it would have been more
appropriate/useful, but since the number of users have increased by
several orders of magnitude it has become a much less efficient way to
do things.

The Australian tagging guidelines more or less works how the voting
system used to work, much fewer users deciding things, which is why a
committee would be more ideal place to control a core set of values
that editors and renderers would be encouraged to handle better.
It's actually interesting to read some of the CIA handbook information
to figure out how not to do things, they suggest as large of a
committee as possible to make sure things don't happen. Where as a
small handful, 3-5 people can get a lot more done than 30 or 50
people.
