Department of Planning and Infrastructure (NT) has a bunch of data
uploaded to data.australia.gov.au which includes lat/lon:

This spread sheet includes schools, parks, fire/ambulence stations,
libraries, museums and aboriginal communities.

Majority of the data is aboriginal communities which I tagged as place=hamlet

Again, I'll leave the importing of this data to someone else, but I
generated an OSM file from the csv data:
