Except when oneway=yes, of course - where a single lane is assumed if
there's no lines tag.

Actually, the Australian guidelines say:

"The only exception is when there is a oneway=yes, then the number of
lanes is assumed to be 1, use lanes=2 for any one way street that have
more than 1 lane. "

And I'm wondering why we're limited to two.
