I already posted about this to the dev list, but nothing much came of
it, the problem is we need to keep pushing this issue until there is a
proper solution because we're not the only ones that want custom
shield images to render.

Some of the older ref's haven't been updated, in fact there is quite a
lot, I was working to fix up the main highways but ended up distracted
and forgot to get back to it, there is quite a few roads I meant to
fix in Qld.

Again, this isn't unique to us, we need to get the Candians and
Americans and anyone else interested and really persist in trying to
get a suitable outcome, there is a lot of people that want custom
shields and we need to bear in mind that this isn't a trivial set of
rules and could make the mapnik style sheet quite large as a result of
all countries wanting their own shields.
