On the wiki it is proposed that emergency_services=technical [1] is
the key for "technical services" such as Civil Defence/Civil
Protection forces.

In the ACT, we have these community fire units [2] - trailers filled
with some basic equipment and manned by volunteers ("break in case of
bushfire")... I wonder how they would fit into emergency_service=*.
