That's is the rule-of-thumb which I use too.

My exception to date is when I surveyed a named road where part of it is 
private, wide and in good nick.  Then I thought highway=unclassified and 
access=private was most appropriate:

That has stopped my Garmin from suggesting it as a route, even though 
it's a lot shorter than the 100% public road alternatives.
