Some kind of identifier to link the OSM data to the ABS data is a very good
idea.
Consider the US TIGER data. (see http://wiki.openstreetmap.org/wiki/Tiger )
TIGER data comes from a variety of sources, which may be updated at the
source. It is desirable to be able to re-import that data in the future to
pick up updates (although I'm not sure there is any plan for this). TIGER
imported data includes various identifiers from the source data, along with
a tag to indicate if this data has been reviewed by a human
(tiger:reviewed=no/yes).
I realise it is not quite the same issue, but an ABS identifier and tag to
indicate if it has been reviewed might be handy.
