Mapper 3: Having the core data (street and name) is still better than 
having no data, but not as good as having complete data.

Using the old maps as a name source is not wrong - it's just incomplete. 
If the road hasn't moved, and the name hasn't changed, then it's a much 
better start than not having the road at all...
