[talk-au] Couple more JOSM bugs

Firstly I filed a bug for fullscreen mode or smallscreen mode, even if you have to hit f11 to get into it, making the tool bar, menu bar and status bar etc disappear would be useful. As would being able to make the layers, properties etc down the right hand side less wide and the icons on the left hand side disappear too.

The second bug is just a small addition to the validator plugin to show when people have screwed up maxspeed information by adding km/h, km.h, km/hr etc.
