You shouldn't be so hard on him, there is a certain sense of
accomplishment in being able to say that the area has most roads
mapped and named, and that is no small feat, especially since there is
very few mappers in regional areas, and distinct lack of aerial
imagery that can be used.

Sometimes it feels that there isn't enough acknowledgment of effort
some people are putting into mapping, I've put some thought into how
to improve this situation but so far I haven't come up with much.
