I don't quite see how something which is not a roundabout can be a 
mini-roundabout.

A characteristic of roundabouts in both the OSM wiki and the Aust Road 
Rules is that "the traffic on the roundabout has right of way".

Given that the Aust Road Rules seem completely silent about giving way 
to vehicles circling a painted island, these do not meet the OSM wiki 
criteria for mini-roundabouts.
