[talk-au] Mapping progress in Victoria

I have created a table summarising the length of roads by postcode. The
table compares the State Government data with OSM data (from cloudmade). I
undertook the analysis after seeing some subjective discussions about the
progress of mapping. While it is easy to say "this area is complete" there
was no way of objectively assessing such a statement.
I realise there will be anomalies in the table due to a range of factors.
The table is more to highlight areas of the state that require work. There
is a little bit of work to do - about 273,000km more roads to map.
It would be good if the analysis was done annually so we can see the
progress. Will make myself a task :)
