I've found instances of "route=horse" used in Europe, and the original
BNT concept is for a long distance bridle track. It carefully avoids
national parks and wilderness areas, where horses aren't allowed.
The BNT idea is attributed to R M Williams.
I'd already used "foot=yes" and "network=nwn" tags in the route
relation, but they didn't get it rendered as a hiking track with
"network=horse". I'll try "sac_scale=hiking" next.
I also included "bicycle=yes" in the route relation, but I thought it
best to put more specific bicycle-suitability info into the individual
ways for the reasons you mention.
