[talk-au] Boat ramp

If you were at sea or on a river or dam and got caught in a dense fog, it
may be nice if your map showed both the normal high water mark and the
normal lower water mark for both dam and river/coastline boat ramps.

Therefore maybe use the node=slipway for both and have a service road in
between.

For dams, maybe show the 80% full point and the 20% full and for tidal ramps
show the high and low astronomical tide points
(the HAT and the LAT)
